In late February, US Defence Secretary Pete Hegseth presented Anthropic CEO Dario Amodei with a clear ultimatum: remove the protective guardrails that prevent the company’s AI, Claude, from being utilized for fully autonomous weapons and domestic mass surveillance, or face consequences. Amodei stood firm, publicly stating that providing such capabilities would be against the company’s conscience and could undermine democratic values.

Following this refusal, the US government reacted swiftly and decisively. Former President Donald Trump ordered all federal agencies to cease using Anthropic’s technology immediately. The Pentagon labeled the company a supply chain risk—a designation typically reserved for foreign adversaries—and canceled a $200 million contract. Defense contractors were also instructed to cease usage of Claude, switching to alternative AI solutions.

The UK’s Strategic Invitation

Contrastingly, the UK’s Department for Science, Innovation and Technology (DSIT) is crafting proposals to attract Anthropic, including a potential dual stock listing on the London Stock Exchange and an expansion of its London office. These plans have garnered support from Prime Minister Keir Starmer’s office and are expected to be discussed during Amodei’s visit to the UK in late May.

Anthropic already employs around 200 people in the UK and has appointed former Prime Minister Rishi Sunak as a senior adviser. The UK government is signaling that Anthropic’s commitment to embedding ethical constraints in AI technology is a valuable asset rather than a hindrance.

Benefits of a UK Presence

A dual listing in London would offer Anthropic access to European institutional investors at a time when its regulatory status in the US remains uncertain due to ongoing legal challenges. The Pentagon’s appeal against a court injunction blocking the supply chain risk designation is still pending, adding to the company’s complex domestic environment.

Ethics as a Differentiator in AI Governance

The dispute between Anthropic and the US government is not merely legal but reflects deeper issues in global AI governance. Anthropic’s legal filings emphasize that Claude was not designed for lethal autonomous weapons or invasive domestic surveillance, and that such uses would constitute abuse of the technology.

US District Judge Rita Lin, who granted a preliminary injunction against the government’s blacklist, expressed concern over the government’s actions and suggested potential legal violations. This judicial stance resonates in the UK, which aims to position itself as a regulatory middle ground—less restrictive than the US military’s demands but more flexible than the European Union’s AI regulations.

The UK government offers an environment that respects ethical AI development without forcing companies to abandon crucial safety measures, providing a competitive edge in attracting leading AI firms.

London’s Growing AI Hub Competition

The UK’s bid for Anthropic occurs amid increasing competition to establish London as a global AI hub. OpenAI has committed to making London its largest research center outside the US, and Google has maintained a significant presence through DeepMind since 2014. Anthropic’s international expansion, including a Sydney office, shows its commitment to global growth, making the UK’s offer particularly significant.
