Australian Financial Regulator Raises Concerns Over AI Governance in Financial Sector
The Australian Prudential Regulation Authority (APRA) has issued a warning to financial institutions regarding insufficient governance and assurance practices surrounding the use of artificial intelligence (AI) agents. This alert comes as banks and superannuation trustees increasingly integrate AI technologies into both internal operations and customer-facing services.
Findings from APRA’s Targeted Review
In a focused review conducted in late 2025 of several large regulated entities, APRA found that AI adoption is widespread across the sector. However, the maturity of risk management frameworks and operational resilience related to AI varied significantly. While boards demonstrated keen interest in leveraging AI to boost productivity and enhance customer experiences, many still lack comprehensive management of AI-related risks.
APRA expressed concerns about financial firms relying heavily on vendor presentations and summaries without conducting sufficient scrutiny. The regulator emphasized the need for boards to thoroughly assess risks such as unpredictable AI model behaviors and potential disruptions to critical operations caused by AI failures.
Calls for Improved AI Strategy and Risk Oversight
The regulator advised that boards develop a robust understanding of AI technologies to establish coherent strategies and oversight mechanisms. It recommended aligning AI strategies with an institution’s risk appetite and implementing continuous monitoring and defined protocols to address errors or malfunctions.
Use cases for AI within these entities include software engineering, claims triage, loan application processing, fraud detection, scam prevention, and enhancing customer interactions. APRA noted that some institutions manage AI risks similarly to other technologies, a method that often overlooks the unique challenges posed by AI models, such as bias and unexpected behavior.
Identified Governance Gaps and Operational Risks
The review highlighted deficiencies in several areas including monitoring AI model behavior, managing changes, and properly decommissioning AI tools. APRA stressed the importance of maintaining inventories of AI systems and assigning clear ownership to individuals responsible for each AI instance. It also underscored the necessity of human involvement in high-risk decision-making processes.
Cybersecurity emerged as another critical concern. The adoption of AI introduces new attack vectors, such as prompt injections and vulnerabilities stemming from insecure integrations. Identity and access management practices have not consistently evolved to accommodate AI agents as non-human entities, and the surge in AI-assisted software development is placing strain on change and release controls.
APRA recommended stringent controls for autonomous AI workflows, including privileged access management, system configuration, patching, and thorough security testing of AI-generated code. Additionally, dependence on single AI providers was flagged as a risk, with few entities demonstrating viable exit or substitution strategies for these suppliers. The regulator also cautioned that AI components may exist in upstream dependencies, potentially unnoticed by the institutions.
Advancements in Identity and Access Controls
Reflecting these governance challenges, the FIDO Alliance has initiated new standards development through its Agentic Authentication Technical Working Group. This group is focusing on specifications for agent-initiated commerce, addressing the limitations of current authentication models designed for human interactions rather than software-driven delegated actions.
Several vendors, including Google and Mastercard, have presented frameworks such as the Agent Payments Protocol and Verifiable Intent to support secure AI agent operations. Complementing these efforts, the Centre for Internet Security has published companion guides mapping cybersecurity controls to AI environments, covering sensitive data handling, prompt security, and secure access for non-human identities.
Implications for the Financial Industry and Beyond
APRA’s findings underscore the critical need for financial institutions to strengthen AI governance frameworks as they increasingly rely on these technologies. Proper management of AI risks is essential not only for regulatory compliance but also to safeguard operational integrity and customer trust in an evolving digital landscape.
